This article demonstrates that public environmental concern has increased dramatically in recent years, and asks whether that increased concern will, or could be directed to, advance policies on global climate change. For comparison, public responses to several other environmental problems are reviewed, in an attempt to explain why public concerns have no effect in some cases and quite dramatic effects in others. Most of the article covers environmental issues in the United States, where the greatest amount of data is available. A concluding section evaluates the extent to which the conclusions can be extended to other countries.
