The study examines differences in belief constraint in two types of local elites. We hypothesize that elected decision-makers are less consistent in expressing beliefs when their jurisdictions will have responsibility for specific public policies. Activists in the policy process, on the other hand, are expected to be more consistent in beliefs because they do not have to consider how their belief positions will affect reelection to office or other policy concerns of local governance. The data support the hypothesized relationships.
