Evaluating policies intended to reduce energy-related carbon dioxide emissions requires integration of many components. A notable dichotomy exists between bottom-up and top-down models for estimating the costs of reducing these emissions. The paper examines the conflicting approaches to these models and offers suggestions for policy makers.
